Improving Access to LaGuardia Airport

In 2023, Bechtel led a comprehensive study for the Port Authority of New York and New Jersey to explore public transit solutions to LaGuardia Airport — a critical gateway serving millions of travelers annually. Working alongside our partners WSP, Nelson\Nygaard Consulting Associates, Foursquare ITP, and Ramboll — with input from local stakeholders and experts — we evaluated mass transit options to identify the most cost-effective solution for reducing travel time between Midtown Manhattan and the airport.

A Cost-Effective, Practical Solution

After analyzing subway extensions, light rail, rapid bus transit, ferry, and emerging technologies, the team concluded that improving the existing Q70-SBS bus route was the most cost-effective and easily implementable solution.

The enhanced bus service is projected to cut travel time from Midtown Manhattan to LaGuardia Airport to just 27-37 minutes, with a net increase of 5.7 million riders annually.

In response to the findings, Governor Kathy Hochul, the Port Authority of New York and New Jersey, and the Metropolitan Transportation Authority announced a $160 million investment to improve the Q70 LaGuardia Link bus route in March 2025. Planned upgrades include:
