Team Resumes Transition At Nuclear Security Facilities In Tennessee and Texas

The Bechtel-led Consolidated Nuclear Security,  LLC  has been directed by the U.S. National Nuclear Security Administration to immediately resume transitioning to take over the management and operation of the Pantex Plant in Amarillo, Texas, and the Y-12 National Security Complex in Oak Ridge, Tennessee. Consolidated Nuclear Security was selected last year to manage and operate the nuclear security facilities but the transition was put on hold while the contract award was reviewed by the U.S. Government Accountability Office.

"Resuming transition is critical to begin delivering improved efficiency, reliability, and cost effectiveness needed to maintain these sites' critical missions," said John Howanitz, Bechtel's Nuclear Security and Operations general manager. "It is also the first step in reducing the uncertainty faced by the dedicated employees and communities at both Pantex and Y-12."

Consolidated Nuclear Security—whose members are Bechtel National, Inc., Lockheed Martin Services, Inc., ATK Launch Systems Inc., SOC LLC, and Booz Allen Hamilton, Inc.as a teaming subcontractor—will manage and operate the Pantex and Y-12 programs together. The Pantex Plant and Y-12 National Security Complex are key facilities in the U.S. Nuclear Security Enterprise, charged with maintaining the safety, security, and effectiveness of the U.S. nuclear weapons stockpile. Pantex is responsible for nuclear weapons life extension programs; weapons dismantlement; development, testing, and fabrication of high explosive components; and storage and surveillance of plutonium pits. Y-12 is responsible for safe and secure uranium storage, processing, and manufacturing operations.

“Our team has maintained a high state of readiness to effect a smooth transition and we are ready to begin work with the National Nuclear Security Administration on this important project,” said Jim Haynes, Consolidated Nuclear Security CEO. “We remain committed to high standards of safety, security, and efficiency as we deliver our work during
transition and throughout the length of our contract.”

Bechtel has a proven track record at both Pantex and Y-12. The company also provides management and operations for NNSA at Los Alamos National Laboratory and Lawrence Livermore National Laboratory, two of the U.S. government’s premier research and development institutions. During its history, Bechtel has successfully led integration efforts as the contractor for large, complex projects focused on national security, environmental stewardship, and nuclear power.
